Reports to: VP of Operations

Position Summary

The Regional Human Resources Manager provides strategic and hands-on HR leadership for a multi-site portfolio of post-acute and community-based healthcare and human services programs across Illinois, including a Skilled Nursing Facility (SNF), Intermediate Care Facilities (ICF and ICF/DD), Supportive Living Facility (SLF), Day Care Center, and Day Treatment Program. This role ensures regulatory compliance, workforce stability, and consistent HR practices while partnering with executive leadership, administrators, and program directors to support quality care and operational excellence.

Essential Duties and Responsibilities

Strategic HR Leadership
  • Serve as the primary HR partner for regional and site leadership, providing guidance on employee relations, performance management, workforce planning, and organizational development.
  • Develop, implement, and standardize HR policies and procedures across all service lines while allowing for program-specific regulatory requirements.
Compliance & Regulatory Oversight
  • Ensure compliance with federal and Illinois labor laws and healthcare regulations, including IDPH, DHS, HFS, DOL, EEOC, FMLA, ADA, and OSHA requirements.
  • Maintain survey readiness related to HR practices, personnel files, background checks, training, and licensure/certification tracking.
  • Support facilities and programs during surveys, audits, and investigations related to HR and employment practices.
Employee Relations & Performance Management
  • Provide guidance and hands-on support with employee relations issues, investigations, disciplinary actions, and terminations to ensure consistency and risk mitigation.
  • Coach leaders on progressive discipline, documentation, and performance improvement plans.
  • Support conflict resolution and foster a culture of accountability, engagement, and retention.
Recruitment, Retention & Workforce Stability
  • Partner with leadership to develop recruitment and retention strategies for clinical, direct care, and program staff across all service lines.
  • Oversee onboarding processes, orientation standards, and employee engagement initiatives.
  • Monitor turnover, vacancy trends, and staffing challenges, recommending corrective actions and workforce solutions.
Compensation, Benefits & HR Operations
  • Support compensation planning, wage analysis, and position benchmarking in alignment with market conditions and budget parameters.
  • Collaborate with payroll and benefits vendors to ensure accurate processing and consistent application of policies.
  • Ensure timely completion of evaluations, credentialing, and mandatory training requirements.
Training & Leadership Development
  • Support leadership development initiatives, supervisor training, and compliance education.
  • Provide guidance and tools to administrators, directors, and program managers to strengthen frontline leadership capability.

Qualifications

Education & Experience
  • Bachelor's degree in Human Resources, Business Administration, Healthcare Administration, or related field preferred
  • Minimum of 3-5 years of progressive HR experience, preferably in healthcare, post-acute care, behavioral health, or human services.
  • Experience with Illinois healthcare regulations and survey processes highly desirable.
Knowledge, Skills & Abilities
  • Strong knowledge of Illinois and federal employment laws and healthcare regulatory requirements.
  • Proven ability to manage complex employee relations matters with professionalism and discretion.
  • Excellent communication, coaching, and relationship-building skills.
  • Ability to balance strategic HR initiatives with hands-on operational support.
  • Comfortable working in fast-paced, regulated environments with diverse service lines.
Licensure/Certification
  • SHRM-CP, SHRM-SCP, PHR, or SPHR preferred.
Travel Requirements
  • Regular regional travel throughout Illinois is required.
