Evironmental Services Supervisor

PURPOSE OF YOUR JOB POSITION

The primary purpose of your job position is to plan, organize, develop, and direct the overall operation of the Environmental Services Department (including Maintenance, Housekeeping & Laundry services) in accordance with current federal, state and local standards, guidelines, and regulations governing our facility, and as may be directed by the Administrator, to assure that our facility is maintained in a safe and comfortable manner.

DELEGATION OF AUTHORITY

As the Director of Environmental Services, you are delegated the administrative authority, responsibility and accountability necessary for carrying out your assigned duties.

JOB FUNCTIONS

RISK EXPOSURE CATEGORIES:

1 = Tasks may involve exposure to blood/body fluids.
2 = Tasks do not involve contact with blood/body fluids but could result in performing Category 1 task.
3 = Tasks do not involve any risk of exposure to blood/body fluids.

ADMINISTRATIVE FUNCTIONS:

  • Plan, develop, organize, implement, evaluate, and direct the Maintenance, House keeping and Laundry Department's programs and activities. 3
  • Coordinate environmental services and activities with other related departments (i.e. Dietary, Nursing, etc). 3
  • Develop and maintain written environmental service policies and procedures. 3
  • Develop and maintain written job descriptions and performance evaluations for each level of personnel. 3
  • Interpret the department's policies and procedures to employees, residents, visitors, government agencies, etc. 3
  • Assist staff in the development and use of departmental policies, procedures, equipment, supplies, etc. 3
  • Perform administrative duties such as completing necessary forms, reports, evaluations, studies, etc., to assure control of equipment and supplies. 3
  • Review the department's policies, procedure manuals, job descriptions, etc., at least annually for revisions and make recommendations to the Administrator. 3
  • Coordinate the nursing supply distribution, inventory, and billing. 3
  • Coordinate transportation services using facility vehicle(s) and conduct training for vehicle operators as necessary and as directed. 2
  • Assure that outside services are properly completed/supervised in accordance with contracts/work orders. 3
  • Keep abreast of economic conditions/situations and recommend to the Administrator adjustments in environmental services that assure the continued ability to provide a clean, safe and comfortable environment. 3
  • Make written oral reports/recommendations to the Administrator as necessary/required concerning the operation of the Environmental Services Department. 3
  • Submit accident/incident reports to the Business Office within twenty-four (24) hours after their occurrence. 3
  • Assume administrative authority, responsibility and accountability of directing the Environmental Services Department. 3
  • Inspect storage rooms, work rooms, utility/janitorial closets, etc., for upkeep and supply control. 3
  • Review and develop a plan of correction for department related deficiencies noted during survey inspections and provide a written copy of such to the Administrator. 3
  • Delegate a responsible staff member to act in your behalf when absent from the facility. 3
  • Assist the Infection Control Committee in identifying, evaluating and classifying routine and job related maintenance functions to ensure that tasks involving the potential exposure to blood/body fluids are properly identified and recorded. 3
  • Review departmental complaints and grievances from personnel and make written reports to the Administrator of action(s) taken within five (5) work days. 3
  • Assist in establishing and maintaining a preventative maintenance program. 3
  • Supervise the day-to-day maintenance functions of assigned personnel. 3
  • Assist in setting maintenance standards. 3
  • Assist in standardizing the methods in which work is accomplished. 3
  • Coordinate daily environmental services with Nursing Services when performing environmental assignments in resident living and/or recreational areas. 3
  • Assist in scheduling work assignments, preparing work schedules, etc. Revise as necessary. 3
  • Assure that work schedules are followed as closely as practical. 3

COMMITTEE FUNCTIONS:

Serve on various committees of the facility (i.e. Quality Assurance, Safety, etc.) and provide written/oral reports of environmental services and activities as required by the committee's guidelines or direction. 3 Evaluate and implement recommendations from established committees (i.e. Infection Control, Safety, etc.). 3 Meet with environmental services personnel, on a regularly scheduled basis, and solicit advice from inter-department supervisors, assist in identifying and correcting problem areas and/or the improvement of services. 3 Attend department head meetings, etc. as scheduled or as may be called. 3 Schedule and announce departmental meeting times, dates, places, etc. 3 Serve as Safety Committee Chairperson. 3

PERSONNEL FUNCTIONS:

  • Assist in the recruitment, interviewing and selection of environmental service personnel. 3
  • Determine departmental staffing requirements necessary to meet the environmental service department's needs and assign a sufficient number of maintenance personnel for each tour of duty. 3
  • Recommend to the Administrator the number and level of environmental service personnel to be employed. 3
  • Schedule department work hours (including vacation and holiday schedules), personnel, work assignments, etc., to expedite work. 3
  • Delegate administrative authority, responsibility and accountability to other environmental service personnel as deemed necessary to perform their assigned duties. 3
  • Counsel/discipline environmental service personnel as requested or necessary. 3
  • Assist in standardizing the methods in which environmental service tasks will be performed. 3
  • Review and check competence of personnel and make necessary adjustments/corrections as required or that may become necessary. 3
  • Maintain working relationships with other department supervisors and coordinate environmental service department services to assure that services can be performed without interruption. 3
  • Assure that appropriate identification documents are presented prior to employment and that such records are maintained in the employee's personnel record. 3
  • Make daily rounds to assure that environmental service personnel are performing required duties and to assure that appropriate maintenance procedures are being rendered to meet the needs of the facility. 3
  • Create and maintain an atmosphere of warmth, personal interest and positive emphasis throughout the facility. 3
  • Assign personnel to specific tasks in accordance with daily work assignments. 3
  • Assure that personnel are performing assigned tasks in accordance with established environmental service procedures. 3
  • Interpret department policies and procedures to new environmental service personnel. 3
  • Assist in the orientation and training of environmental service personnel. 3
  • Train assigned personnel in the proper techniques of maintenance, laundry and housekeeping services use of equipment, etc. as directed. 3
  • Review job descriptions and duty assignments with new department personnel as directed or as necessary. 3
  • Meet with assigned personnel monthly to assist in identifying and correcting problem areas and/or improving services. 3
  • Review and evaluate the work performance of assigned personnel. Make recommendations to the Director. 3
  • Assure that personnel follow the manufacturer's guidelines when servicing equipment. 2
  • Assure that painting, rework or repairing of facility equipment is accomplished in accordance with established policies. 2
  • Report daily absenteeism and tardiness to Administrator. 3

STAFF DEVELOPMENT:

Develop and participate in the planning, conducting, scheduling, etc., of inservice training classes, on-the-job training and orientation programs for environmental service personnel. 3 Assume the responsibility for maintaining your professional competence through participation in programs of continuing education (i.e. seminars, training programs, etc.). 3 Assure that all environmental service personnel attend and participate in a Hazardous Communication and Universal Precautions Training Program as established by current CDC and OSHA guidelines. 3

SAFETY AND SANITATION:

  • Supervise safety and fire protection and prevention programs by inspecting work areas and equipment at least weekly. 3
  • Assure that environmental service personnel follow established safety regulations in the use of equipment and supplies at all times. 3
  • Assure that supplies, equipment, etc., are maintained to provide a safe and comfortable environment. 3
  • Other(s) that may become necessary/appropriate to assure that our facility is maintained in a safe and comfortable manner. 3
  • Assist in developing and implementing waste disposal policies and procedures for the Environmental Services Department. 3
  • Promptly report equipment or facility damage to the Administrator. 3
  • Assure that assigned work areas are maintained in a safe and attractive manner. 3
  • Assure that established Infection Control and Universal Precautions practices are maintained when performing maintenance, housekeeping and laundry procedures.3
  • Assure that fire protection and prevention programs are maintained by department personnel in accordance with our fire safety policies and procedures. 3
  • Assure that refuse is disposed of daily and in accordance with our established sanitation procedures. 2
  • Report daily absenteeism and tardiness to Administrator. 3

EQUIPMENT AND SUPPLY FUNCTIONS:

Recommend to the Administrator the equipment and supply needs of the department. 3 Place orders for equipment and supplies as necessary or as may be required. 3 Make periodic rounds to check equipment and to assure that necessary equipment is available and working properly. 3 Maintain inventory and records according to established policies. 3 Check supply rooms and work areas to assure that needed supplies are readily available to perform assigned tasks. 3 Assure equipment is cleaned and properly stored at the end of the shift. 3

BUDGET AND PLANNING FUNCTIONS:

Forecast needs of the department. 3 Assist in preparing and planning the Environmental Services Department's budget for equipment, supplies and labor, and submit to the Administrator for review, recommendations and approval. 3 Maintain current written records of department expenditures and assure that adequate financial records and cost reports are submitted to the Administrator upon request or as necessary. 3 Makes departmental adjustments in order to conform to approved budget, and/or as dictated by an analysis of the monthly operating statement. 3

RESIDENT RIGHTS:

Maintain confidentiality of all resident information. 3 Assure that the residents' personal and property rights are followed by environmental services personnel at all times. 3 Review environmental services complaints and grievances from residents/families and make oral/written reports to the Administrator within three (3) work days. 3 Knock before entering a resident's room. 3

MISCELLANEOUS:

Assure that all employees, residents and visitors follow established departmental policies and procedures. 3 Make weekly inspections of all environmental services functions to assure that quality control measures are continually maintained. 3 Be prepared to handle emergencies as they come up (i.e., rescheduling maintenance work schedules, etc.). 3 Assist in demonstrating new products, maintenance techniques, etc., as directed. 2

WORKING CONDITIONS

  • Works in office areas as well as throughout the facility (i.e., power rooms, resident rooms, therapy rooms, Dietary, etc.).
  • Sits, stands, bends, lifts and moves intermittently during working hours.
  • Is subject to frequent interruptions.
  • Is involved with residents, personnel, visitors, government agencies/personnel, etc., under all conditions and circumstances.
  • Is subject to hostile and emotionally upset residents, family members, etc.
  • Communicates with environmental service personnel and other department supervisors.
  • Works beyond normal working hours, on weekends, and in other positions temporarily, when necessary.
  • Is required to be on call for emergency situations.
  • Attends and participates in continuing educational programs.
  • Is subject to falls, burns from equipment, odors, etc., throughout the workday.
  • May be exposed to infectious waste, diseases, conditions, etc. including the AIDS and Hepatitis B viruses.
  • Maintains a liaison with other department supervisors to adequately plan for specific department services/activities.
  • May be required to work in cramped spaces and in adverse weather conditions.

EDUCATION

Must possess, as a minimum, a High School Diploma.

EXPERIENCE

Must have a minimum of three (3) years experience in a supervisory capacity, in a maintenance/plant related position. Must be knowledgeable of boilers, compressors, generators, etc., as well as various mechanical, electrical and plumbing systems. Must have the ability to read and interpret blueprints. Must be knowledgeable in building codes and safety regulations.

SPECIFIC REQUIREMENTS

Must:

  • Be able to read, write, speak and understand the English language;
  • Possess the ability to make independent decisions when circumstances warrant such action;
  • Possess the ability to deal tactfully with personnel, residents, family members, visitors, government agencies and the public;
  • Be knowledgeable of maintenance practices and procedures, as well as the laws, regulations and guidelines governing maintenance functions in the long-term care facility;
  • Possess leadership ability and willingness to work harmoniously with and to supervise professional and non-professional personnel;
  • Have the ability to plan, organize, develop, implement and interpret the programs, goals, objectives policies, procedures, etc., of the Environmental Services Department;
  • Maintain the care and use of supplies, equipment, etc., and maintain the appearance of maintenance areas;
  • Must perform regular inspections of resident rooms/units for order, safety and proper performance of equipment;
  • Have patience, tact, a cheerful disposition and enthusiasm, as well as be willing to handle residents based on whatever maturity level they are currently functioning;
  • Possess the ability to seek out new methods and principles and be willing to incorporate them into existing maintenance practices;
  • Possess the ability to plan and carry out programs in repair, new construction and equipment installation;
  • Be able to relate information concerning a resident's condition.

PHYSICAL AND SENSORY REQUIREMENT (With Or Without the Aid of Mechanical Devices)

Must be able to:

  • Move intermittently throughout the work day;
  • Speak and write the English language in an understandable manner;
  • Cope with the mental and emotional stress of the position;
  • Possess sight/hearing senses or use prosthetics that will enable these senses to function adequately so that the requirements of this position can be fully met;
  • Function independently and have flexibility, personal integrity and the ability to work effectively with the residents, personnel, and support agencies;
  • Be in good general health and demonstrate emotional stability;
  • Relate to and work with ill, disabled, emotionally upset and, at times, hostile people within the facility;
  • Lift, push, pull and move equipment, supplies, etc., in excess of fifty (50) pounds; Assist in the evacuation of residents.

Tasks assigned to this position may involve exposure to blood or body fluids.
